This error is caused by a transparent value in the registry under the international positive sign.

To remedy this error enter registry using regedit

1. HKEY_CURRENT_USER \ Control Panel \ International \ sPositiveSign
2. Double click on the sPositiveSign
3. Type the "+" sign in the field and hit OK
4. Double click on the sPositiveSign
5. Delete the information in the field sPositiveSign and close the registry
